LEED and Lighting

Which version applies, where lighting earns points, and what a project team will ask you to produce.

LEED is voluntary, except when it is not. In Miami-Dade County it is mandatory for county work, in the City of Miami it is mandatory for larger buildings in several zones, and Florida statute requires state and local government buildings to meet a sustainable rating system. So on a good deal of South Florida public and larger private work, LEED is effectively a requirement with a certificate attached.

Lighting reaches LEED in more places than people expect, and the biggest of them is not a lighting credit at all.

Which version, and the dates that matter

  • LEED v5 was ratified in March 2025 and is open for registration for new construction, core and shell, commercial interiors and existing buildings.
  • LEED v4 and v4.1 close to new commercial registrations on 30 June 2027, extended by a year from the original date. From 1 July 2027 v5 is the only option for new commercial registrations.
  • Projects already registered under v4 or v4.1 have until 30 June 2033 to certify.
  • So right now all three are in play, which is exactly why the first question on any LEED job is which version the project is registered under. The lighting requirements differ meaningfully between them.
The biggest structural change in v5 for lighting: what were separate Interior Lighting, Daylight, Quality Views, Thermal Comfort and Acoustics credits in v4 have been consolidated into a single Occupant Experience credit worth up to 7 points, within which lighting has its own option worth up to 6. If somebody hands you a v4 credit list on a v5 job, it will not map.

Where lighting actually earns points

Energy and Atmosphere is the big one. Minimum Energy Efficiency is a prerequisite and Enhanced Energy Efficiency is worth up to 10 points, and lighting feeds both through the energy model rather than through any lighting-specific credit. The model uses ASHRAE 90.1 Appendix G, which fixes a baseline lighting power from the standard's space-by-space table and gives the baseline only the mandatory controls, essentially automatic shutoff plus occupancy sensing in a short list of space types.

That baseline construction is what makes lighting so leveraged here. Every watt you save below the baseline density counts, and so does every kilowatt-hour saved by occupancy sensing, daylight harvesting, task tuning and scheduling beyond the mandatory set. A well-controlled lighting package moves the energy model more than almost anything else the interior team specifies.

One version note that matters for anyone modeling: v5 replaces energy cost with source energy throughout, and splits the energy credit so that greenhouse gas improvement earns roughly half the points and efficiency improvement the other half.

  • Occupant Experience, Lighting Environment option — up to 6 points, reached through several paths. Solar glare control in regularly occupied spaces receiving direct or reflected sun. Quality electric lighting, requiring luminaire luminance below 6,000 candela per square metre between 45 and 90 degrees from nadir, or a unified glare rating of 19 or less, together with color rendering at CRI 90 or above or the TM-30 equivalent. Proximity to windows. And daylight simulation under IES LM-83-23, where spatial daylight autonomy of 40 percent earns 1 point, rising through 55 and 65 percent to 75 percent for 4 points.
  • Light Pollution Reduction — 1 point, and this one is squarely a fixture selection decision. It works on BUG ratings by lighting zone: uplight must be U0 in the darkest zones, rising to U4 in the brightest. Backlight and glare ratings are constrained by mounting height, orientation and distance from the lighting boundary. Internally illuminated signage has night luminance caps by zone. Note that v5 tightened this against v4, dropping the low zone from U1 to U0 and cutting signage luminance.
  • Electrification — new in v5 and worth up to 5 points, with all-electric required for Platinum in the design and construction systems. Lighting is already electric, so this is not a lighting credit, but it changes the conversation about what else is in the building.

What a project team will ask you for

This is the practical part. When a LEED submission is being assembled, the lighting rep gets asked for a fairly predictable set of documents, and having them ready is the difference between being useful and being a bottleneck.

  • Cut sheets with actual input wattage per luminaire, not nominal lamp wattage. The energy model runs on connected load.
  • BUG ratings for every exterior luminaire, for the light pollution credit.
  • Photometric files for the daylight and glare modeling.
  • Luminance data or UGR figures where the quality electric lighting path is being pursued.
  • Color rendering data, increasingly TM-30 Rf and Rg rather than just CRI.
  • Control system documentation describing what is actually being installed, since the modeller has to justify every control credited above the baseline.
  • Environmental Product Declarations and material disclosure where the project is chasing materials credits. Not every manufacturer publishes them; ask early, because it can influence which line gets specified.
Where I fit. I can obtain this documentation from the manufacturers for anything I am quoting, and I would rather do it during design than during submission. If the project is pursuing LEED, say so when you send the schedule and tell me which version, because it changes what I chase.

Where LEED is not optional in South Florida

  • Miami-Dade County requires LEED Silver as the minimum standard for construction owned, financed, leased or operated by the County, or built on County-owned land, including public-private partnerships, under its Sustainable Buildings Program in the County Code.
  • City of Miami, under Miami 21, requires LEED Silver or an accepted equivalent for new buildings over 50,000 square feet of habitable space in several transect zones, with floor-area bonuses that scale with certification level.
  • Broward County adopted a green building policy in 2008 requiring new County-owned and operated buildings to reach at least LEED Certified. It is policy rather than ordinance and the bar is lower, but County buildings have certified at Gold and Silver, including the Convention Center and several libraries.
  • Florida statute requires county, municipal, school district, water management district, state university and state court buildings whose plans commenced after 1 July 2008 to comply with a sustainable building rating system or national model green building code.

Common questions

Which LEED version applies to my project?

Whichever it is registered under. v5 has been open since 2025, and v4 and v4.1 remain open to new commercial registrations until 30 June 2027, with certification possible until 2033. Ask the project team rather than assuming, because the lighting credits are structured differently.

Does specifying efficient fixtures earn LEED points directly?

Not directly. Lighting mostly earns points through the energy model, where lower connected load and better controls both show up as savings against an ASHRAE 90.1 Appendix G baseline. There are also lighting-specific points for glare, color quality, daylight and light pollution.

What is a BUG rating and why does the project keep asking for it?

Backlight, Uplight and Glare, each scored on a scale, from IES TM-15. LEED's light pollution credit sets maximum allowable ratings by lighting zone, and the allowable backlight tightens as a luminaire gets closer to the property line. It is a fixture and siting question together, which is why it comes up late and causes trouble.

Can you supply Environmental Product Declarations?

I can request them from the manufacturer for anything I quote. Whether one exists depends on the manufacturer, and it is worth asking before a line is locked into the specification if materials credits are being pursued.

Is LEED required in Broward County?

Not for private work. Broward has a policy requiring County-owned buildings to reach LEED Certified. Miami-Dade goes further and requires LEED Silver for County work, and the City of Miami requires it for larger buildings in several zones. State law covers government buildings generally.
