How to use it

An editable starting point, not a sealed document

This is a basis-of-design section issued by the manufacturer's representative. It is not a stamped or sealed document, and it is not engineering. The engineer of record is responsible for the final section, for the fixture schedule it points at, and for anything that leaves this page and goes into a project manual. I keep it current against what FC publishes; you edit it to the job.

Paste it into your manual and work through the brackets. Everywhere the specifier has to choose I left a bracketed set rather than a default: [2700K] [3000K] [3500K] [4000K], [BKE] [BRE] [GRE] [SLE] [WHE] [CCE custom or RAL], the optic and mounting codes, and the option codes that have to ride on the catalog number or they will not be furnished. Delete the families you are not using.

The other bracket is [VERIFY WITH MANUFACTURER]. There are sixteen of them and every one marks something FC does not publish. They are there because the alternative is a number somebody made up, and a made-up number in a project manual comes back as a change order. Article 2.11 collects them in one place so a reviewer sees the absences without reading the whole section.

EXTERIOR LIGHTING

INGROUNDS AND STEP LIGHTS, INCLUDING WILDLIFE-FRIENDLY AMBER LUMINAIRES

Part 1

General - submittals, quality assurance, warranty

The submittal article is where this section earns its place. Paragraph 1.4.D is a wildlife lighting certification submittal that requires the contractor to bring back current documentation from the factory, in writing, dated within ninety days, for the exact catalog number scheduled. It exists because of what FC does and does not publish, which Part 2 sets out in full. The warranty article quotes FC's published terms rather than paraphrasing them, including the sentence about labor that people miss when they bid a five-year warranty.

PART 1 - GENERAL

1.1  SECTION INCLUDES

  A.  Exterior architectural LED luminaires and their supports, anchorage
      interfaces, drivers, integral controls and accessories, as follows:

      1.  Bollard luminaires, die-cast and extruded aluminum and Type 316
          stainless steel.
      2.  Exterior cylinder luminaires, surface, wall and slope-pendant
          mounted, down and up/down configurations.
      3.  Exterior surface, wall and wedge luminaires.
      4.  Flood luminaires with knuckle, yoke, stake, post-fitter and
          junction-box mountings.

  C.  Where a standard cited above is not cited by the manufacturer for the
      specific luminaire proposed, the Contractor shall not represent
      compliance with it. Compliance shall be shown by the manufacturer's own
      published document for the scheduled catalog number.

1.4  SUBMITTALS

  A.  Product Data: For each luminaire type scheduled, submit the
      manufacturer's current published specification sheet, identified by
      document name and revision, showing:

      1.  The complete catalog number as scheduled, with every option code
          resolved. Partial catalog numbers will be rejected.
      2.  Delivered lumens, input watts and efficacy for the scheduled lumen
          package, correlated color temperature and optic.
      3.  Correlated color temperature, color rendering index and, where
          published, color consistency in SDCM.
      4.  Ingress protection rating, impact rating where published, and
          ambient operating temperature range.
      5.  Lumen maintenance (L70, and L90 where published) with the reporting
          basis stated.
      6.  Listing marks and the standards to which the luminaire is listed.
      7.  Weight and physical dimensions.
      8.  Finish system description and the salt spray duration and standard.
      9.  Warranty term.

  B.  Photometric Data: Submit an IES LM-63 photometric file for the exact
      scheduled configuration, including lumen package, correlated color
      temperature or amber source, and optical distribution. For every
      wildlife-friendly amber luminaire, the photometric file shall be for
      the amber source and not for the white-light version of the same
      housing.

      1.  Submit a point-by-point calculation prepared from the submitted
          files showing illuminance on the surfaces the luminaires are
          intended to light, and, on sites subject to a sea turtle lighting
          ordinance, showing that no direct or reflected light reaches the
          beach or the dune.

  C.  Shop Drawings:

      1.  Mounting details for each luminaire type, showing the interface
          between the luminaire and its base, wall, pole, junction box or
          sump.
      2.  Bollard and post luminaire foundation details showing anchor bolt
          quantity, diameter, length, projection, bolt circle and the
          luminaire weight used in the design.
      3.  Inground luminaire installation details showing the drainage course,
          the French drain required by the manufacturer's published
          instructions, the sump and the conduit entry.
      4.  Wiring diagrams for luminaires with integral photocontrols,
          occupancy sensors, emergency battery packs or surge protective
          devices, showing the connection to the branch circuit and to any
          external control system.
      5.  On sites subject to a sea turtle lighting ordinance, a lighting plan
          in the format required by the Authority Having Jurisdiction,
          identifying every exterior luminaire, its mounting height, its
          shielding, its source and its hours of operation.

  D.  Wildlife Lighting Certification Documentation: For each luminaire
      scheduled as wildlife-friendly, and before release for fabrication,
      submit the following, obtained from the manufacturer in writing and
      dated within 90 days of the submittal:

      1.  A written statement from the manufacturer, on manufacturer
          letterhead and signed, confirming the current Florida Fish and
          Wildlife Conservation Commission certification status of the exact
          catalog number scheduled, including the certificate identifier and
          the certification date if the certifying body has issued them.
      2.  A copy of any certificate, listing entry or acceptance letter issued
          to the manufacturer by the certifying body for that catalog number.
      3.  The manufacturer's published specification sheet carrying the
          spectral statement required by Article 2.3.
      4.  A spectral power distribution report or dominant wavelength test
          report for the amber source, demonstrating both parts of the
          long-wavelength test: emission at or above the wavelength required
          by the governing ordinance, and the absence of emission below
          560 nanometers.
      5.  NOTE TO THE SPECIFIER AND THE CONTRACTOR: the manufacturer states
          on its Wildlife Friendly product category page that the luminaires
          in that category are "certified by the Florida Fish and Wildlife
          Conservation Commission (FWC), and developed in alignment with
          guidance from the Sea Turtle Conservancy," and the FCB450 series
          specification sheet carries a badge reading "Wildlife Lighting
          Certified by the Florida Fish and Wildlife Conservation
          Commission." Five specification sheets - FCC610A, FCC813A,
          FCBT690A, FCSL105A and FCSL1017A - additionally print "Wildlife
          Friendly Lighting Certification #2018-049". The certifying body
          publishes that "Wildlife Lighting Certifications will be valid for
          2 years from the date of issuance" and that "The Wildlife Lighting
          Certification Program will not open in Spring 2025 as previously
          scheduled." A certificate identified as 2018 therefore cannot be
          current on its own terms, and cannot presently be renewed.
          [VERIFY WITH MANUFACTURER]. This paragraph is written so that the
          documentation is produced by the factory, in writing and current,
          rather than assumed from a badge on a data sheet. Substitution of
          a marketing page for the documents required above is not
          acceptable.

  E.  Samples: Where requested by the Architect, submit one operating sample
      of each of the following, complete with driver and finish:

      1.  One bollard luminaire, amber source, for review of the light
          distribution, the shielding of the source and the finish color.
      2.  One step light and one wedge or wall luminaire in the scheduled
          finish.
      3.  Finish chips, 3 by 5 inches minimum, for each scheduled standard or
          custom color.

  F.  Delegated-Design and Structural Data: For bollards, post luminaires and
      any luminaire attached to a pole or a freestanding support, submit the
      luminaire weight and, where published, the effective projected area, for
      incorporation into the anchorage and support calculations prepared under
      Section 26 56 13 by a professional engineer registered in the State of
      Florida.

  G.  Closeout Submittals:

      1.  Operation and maintenance data, including replacement part numbers,
          driver and LED module identification, gasket and fastener details,
          and the manufacturer's cleaning recommendations for coastal
          exposure.
      2.  Written warranty as specified in Article 1.7.
      3.  Record copy of the approved wildlife lighting certification
          documentation, submitted to the Owner for the Owner's permit file.
      4.  Record drawings showing as-installed luminaire locations, mounting
          heights and aiming.

1.5  QUALITY ASSURANCE

  A.  Manufacturer Qualifications: A firm regularly engaged in the manufacture
      of exterior architectural LED luminaires, whose products have been in
      satisfactory use on projects of comparable exposure for not less than
      five years, and which publishes specification sheets, photometric files
      and a written warranty for the products specified.

  B.  Source Limitations: Obtain each luminaire type from a single
      manufacturer. Where luminaires of different types are visible together
      or share a finish, obtain them from one manufacturer so that finish and
      color match.

  C.  Listing: Each luminaire shall be listed by a Nationally Recognized
      Testing Laboratory to UL 1598 and UL 8750, or to the corresponding CSA
      standards, and labeled for the wet, damp or dry location in which it is
      installed. Inground luminaires shall be listed for the installed
      condition.

  D.  Photometric Testing: Photometric performance shall be established by
      testing in accordance with IES LM-79 at an independent laboratory. LED
      lumen maintenance shall be established in accordance with IES LM-80.

  E.  Regulatory Compliance: Luminaires installed within a jurisdiction that
      has adopted a sea turtle protection or beachfront lighting ordinance
      shall comply with that ordinance. Where the municipal ordinance and the
      county ordinance both reach the site, the more restrictive requirement
      governs, and the Contractor shall confirm the order of precedence with
      the Authority Having Jurisdiction before ordering. See Article 2.3.

  F.  Pre-Installation Conference: Convene a conference at the Project site
      before the first exterior luminaire is set. Attendance is required of
      the electrical subcontractor, the landscape contractor, the concrete
      subcontractor, the manufacturer's representative and, on sites subject
      to a sea turtle lighting ordinance, the environmental consultant or
      permitting agent of record. Review the inground drainage detail, the
      bollard anchorage detail, the mounting heights and shielding of
      wildlife-friendly luminaires, and the control sequence.

1.6  DELIVERY, STORAGE AND HANDLING

  A.  Deliver luminaires in the manufacturer's original packaging, labeled
      with the full catalog number and the luminaire type mark from the
      Drawings.

  B.  Store luminaires indoors, in a dry, ventilated space, off the ground and
      protected from construction traffic, wind-driven salt spray, standing
      water and direct sunlight until installation. Do not store luminaires in
      an open trailer or on an unprotected slab within reach of salt spray.

  C.  Do not remove protective wrapping from finished surfaces until the
      surrounding construction that could damage the finish is complete.

  D.  Handle finished aluminum and stainless steel with clean gloves. Do not
      set luminaires on concrete, coral rock or coquina without protection.

  E.  Do not install inground luminaires until the sump, the drainage course
      and the conduit are complete and the excavation is free of standing
      water.

  F.  Lead Time: The manufacturer publishes a standard lead time of four to
      six weeks. Order luminaires in time to meet the construction schedule
      and confirm the current factory schedule against the required
      on-site date before releasing the order. The manufacturer's quick-ship
      program is announced but not in effect as of the date of this Section;
      do not schedule the Work in reliance on it.

1.7  WARRANTY

  A.  Manufacturer's Warranty: The manufacturer's published limited warranty,
      revision 0626, provides a term of five years for FC Lighting products,
      and ten years for the FCSL1100 World Class step light series.

  B.  The published remedy is repair, replacement or credit at the
      manufacturer's option. The warranty states that "Labor costs for
      replacement of defective Products are not included." Include in the bid
      the labor to remove and reinstall a warranted luminaire, or state the
      exclusion clearly in the bid.

  C.  Reduced light output is a warranted defect under the published warranty
      only where lumen maintenance information does not meet advertised or
      marketed performance, or where 10 percent or more of the individual
      light emitting diodes fail.

  D.  The published warranty excludes, among other things, "normal corrosion,
      including but not limited to exposure to corrosive environments and
      substances," misuse, improper installation, unauthorized modification
      and inadequate maintenance. Salt air is not named in the published
      warranty as either covered or excluded. On coastal work, corrosion
      performance is governed by the finish system specified in Article 2.5
      and by the maintenance regimen specified in Article 3.4, not by the
      warranty.

  E.  Warranty period begins at Substantial Completion. Submit the executed
      warranty in the name of the Owner.

Part 2

Products - performance, the amber article, and the Florida articles

Article 2.2 is the published performance data, family by family, with the ranges as FC prints them. Article 2.3 is the wildlife-friendly article and the reason this section is worth writing. Articles 2.8 through 2.11 are the Florida ones: the energy code controls, the HVHZ and anchorage position, and a closing article that lists everything FC does not publish so nobody assumes it.

PART 2 - PRODUCTS

2.1  MANUFACTURER

  A.  Basis of Design: FC Lighting, Inc., 3609 Swenson Avenue, St. Charles,
      Illinois 60174. Telephone 800.900.1730. The luminaire types, catalog
      numbers and options in this Section and on the luminaire schedule are
      those published by FC Lighting.

  B.  Substitutions: Products of other manufacturers will be considered under
      the provisions of Division 01 only where the submitting party
      demonstrates, item by item and in writing, equivalence in all of the
      following:

      1.  Delivered lumens, input watts and optical distribution for the
          scheduled configuration, supported by an IES LM-63 file from an
          independent laboratory test.
      2.  Ingress protection and impact rating.
      3.  Finish system, including the pretreatment, the coating thickness in
          microns, and the salt spray duration and standard.
      4.  Housing alloy and, where Type 316 stainless steel is scheduled, the
          stainless grade.
      5.  Physical size, weight and anchorage interface, where a substitution
          would change a foundation, a bolt pattern or a structural
          calculation.
      6.  Warranty term and remedy.
      7.  For any luminaire scheduled as wildlife-friendly: current
          certification by the Florida Fish and Wildlife Conservation
          Commission for the exact catalog number proposed, evidenced by the
          documentation required in Paragraph 1.4.D, and a spectral statement
          meeting the wavelength requirement of the governing ordinance.

  C.  A substitution proposed after the pole, base or foundation calculations
      have been sealed shall be accompanied by revised calculations sealed by
      the engineer of record for those elements, at the expense of the party
      proposing the substitution.

  D.  A substitution shall not be accepted on the basis of a general claim of
      turtle-friendliness, an amber appearance, a warm color temperature, or a
      certification held by a different model in the same family.

2.2  PERFORMANCE

  A.  General: All figures in this Article are the manufacturer's published
      values from its current specification sheets and product pages.
      Where a range is given, the range is as published across lumen packages,
      correlated color temperatures or optical distributions. Verify the value
      for the exact scheduled configuration on the approved submittal.

  B.  Bollard Luminaires:

      1.  FCB450 series, 43 inches high by 8 inches diameter, die-cast and
          extruded aluminum: three published white-light packages, 932 lumens
          at 42 watts, 463 lumens at 22 watts and 233 lumens at 12 watts.
          Correlated color temperature [2700K] [3000K] [3500K] [4000K],
          85 CRI. Weight 18 pounds. Ambient range minus 13 to 122 degrees F.
          Ingress protection IP65 per the specification sheet, rated by the
          manufacturer for "dry, damp, or wet locations." Lumen maintenance
          L70 greater than 70,000 hours. Anchorage by three 12-inch by
          3/8-inch hot-dipped anchor bolts through a die-cast base plate.
          Listing ETL/cETL to UL 1598 and CSA C22.2 No. 250.0, and UL 8750
          and CSA C22.2 No. 250.13, tested to IES LM-79 and LM-80.
          Example catalog number: FCB450-UNV-43-840-10L-BKE-LD.

      2.  FCB460 series: the FCB450 housing in marine-grade Type 316
          stainless steel, 932 lumens at 42 watts published white-light
          output, IP66.

      3.  FCBT690 tower bollard, 36 or 42 inches high by 8 inches wide by
          9 inches deep at the top and 3 inches deep at the base: 500 lumens
          at 7 watts, 1,000 lumens at 16 watts, 1,400 lumens at 22 watts and
          1,900 lumens at 37 watts. Correlated color temperature 2700K to
          4000K, 3 SDCM, 85 CRI. Weight 12 pounds. IP65. Ambient range minus
          49 to 104 degrees F. Lumen maintenance L70 greater than 70,000
          hours. The manufacturer publishes a coverage of "30'-35' wide" and
          a "forward throw of approximately 14 feet," which shall be
          confirmed by the point-by-point calculation and not used in place
          of it. Anchorage by four 12-inch by 3/8-inch hot-dipped anchor
          bolts on a base bracket. Example catalog number:

      4.  FCBT690S, 18 or 24 inches high: 765 lumens at 14 watts.

          4 inches deep, 5 pounds: 1,412 lumens asymmetric and 1,068 lumens
          symmetric at 26 watts in white light. Correlated color temperature
          2700K to 4000K, 85 CRI. IP66. Compliant with the protruding-objects
          requirements of the accessibility standard as published by the
          manufacturer. Ambient range minus 13 to 104 degrees F. Lumen
          maintenance L70 greater than 70,000 hours. FCW1084R is the remote-
          driver version.

      2.  FCW3050 and FCW3060 round decorative, 10.4 inches diameter by
          3.9 inches deep, 4 pounds: 1,200 lumens at 14 watts (2700K) to
          3,600 lumens at 43 watts (4000K). IP65. 85 CRI standard, 90 CRI
          optional; the manufacturer states the 90 CRI version complies with
          California Title 24 JA8. Correlated color temperature 2700K to

  H.  Amber wildlife-friendly output is specified separately in Article 2.3.
      Do not use a white-light lumen figure from this Article to lay out an
      amber installation. The reduction is substantial: the manufacturer
      publishes 932 lumens at 42 watts for the white FCB450 and 147 lumens at
      30 watts for the amber FCB450A in the same housing.

2.3  WILDLIFE-FRIENDLY AMBER LUMINAIRES - SEA TURTLE COAST

  A.  Scope: This Article applies to every luminaire scheduled for a site
      within a marine turtle nesting area, within the line of sight of the
      beach, or within the geographic reach of a sea turtle protection or
      beachfront lighting ordinance. It applies whether or not the luminaire
      is on the beach side of the building.

  B.  Published Wildlife-Friendly Models: The manufacturer publishes nine
      luminaires in its Wildlife Friendly category. Amber output and ingress
      protection are as published:

      1.  FCB450A - 43-inch amber wildlife bollard, die-cast and extruded
          aluminum. 147 lumens, 30 watts maximum. IP65 on the specification
          sheet; IP66 on the product page. See Paragraph 2.3.H.
      2.  FCB460A - 43-inch amber wildlife bollard, marine-grade Type 316
          stainless steel. 147 lumens, 30 watts maximum. IP66.
      3.  FCBT690A - 36-inch or 42-inch amber wildlife aluminum tower
          bollard. 311 lumens, 8.3 watts maximum. IP65. Four 12-inch by
          3/8-inch hot-dipped anchor bolts on a base bracket.
      4.  FCBT690SA - 24-inch amber wildlife aluminum bollard. 500 lumens,
          13 watts maximum. IP65.
      5.  FCC610A - 6-inch amber wildlife cylinder, down light. 439 lumens,
          10 watts maximum. IP65.
      6.  FCC813A - 8-inch amber wildlife cylinder, down light. 350 lumens,
          6.4 watts maximum. IP65.
      7.  FCW1084A - amber wildlife forward-throw wedge. 140 lumens
          asymmetric, 228 lumens symmetric, 18 watts maximum. IP66 in the
          down position.
      8.  FCSL105A - 10-inch amber wildlife step light with horizontal
          louvered die-cast faceplate and tempered glass. 71 lumens,
          10.5 watts maximum. IP65.
      9.  FCSL1017A - 3-inch amber wildlife and healthcare motion-sensor step
          light. 40 lumens, 3 watts maximum. IP65. Integral dusk-to-dawn
          photocell and integral passive infrared occupancy sensor in the
          faceplate, field-adjustable to a 5-minute or 10-minute occupancy
          delay by dip switch. 120 VAC only. Mounts directly to a vertical
          single-gang junction box.

  C.  Wavelength Requirement - Basis of Acceptance: The amber source shall be
      an AlInGaP LED with published spectral control between 590 and 600
      nanometers, and shall emit no energy below 560 nanometers.

      1.  The manufacturer states the requirement three different ways in
          three different documents, and the difference matters at plan
          review. All three are reproduced here so that the reviewing party
          is not surprised by a document the Contractor submits:

          a.  Product category page: "Amber (590-600nm)."

          b.  Several product pages, including FCB450A, FCB460A and FCSL105A:
              "minimum 560nm wavelength amber LED to preserve the natural
              habitat for nocturnal creatures."

          c.  Specification sheets, and the FCC610A, FCC813A and FCBT690SA
              product pages, verbatim: a "true AMBER LED option which uses
              AllnGaP chip technology to produce amber color with spectral
              control between 590-600nm above the 560nm required by Florida
              Fish & Wildlife Conservation Commission (FWC)."

      2.  THE DOCUMENT THAT SHALL BE SUBMITTED IS THE SPECIFICATION SHEET,
          Subparagraph 2.3.C.1.c. It is the manufacturer's controlled,
          revision-dated document; it names the emitter chemistry; and it
          states a measured spectral control band rather than a floor. A
          reviewer applying an ordinance written to a numeric wavelength will
          accept the 590 to 600 nanometer band on its face.

      3.  DO NOT SUBMIT THE "minimum 560nm" PRODUCT-PAGE WORDING ALONE. Read
          literally, a "minimum 560nm" source is a source that may emit at
          560 nanometers, which fails an ordinance requiring greater than
          570 nanometers and sits exactly on the line of an ordinance
          requiring 560 nanometers or greater. Submitting that page by itself
          invites a rejection the product does not deserve.

      4.  The manufacturer publishes no spectral power distribution curve and
          no dominant wavelength test report demonstrating the second half of
          the long-wavelength test, the absence of emission below 560
          nanometers. [VERIFY WITH MANUFACTURER]. Obtain the test report
          under Paragraph 1.4.D before the submittal is closed on any site
          where the ordinance states the two-part test.

  D.  Palm Beach County - The 570 Nanometer Requirement:

      1.  Palm Beach County Unified Land Development Code, Article 14.A,
          Section 9.C.1.d requires that "Long wavelength lights that produce
          light that measures greater than 570 nanometers, shall be used."
          The state model ordinance figure is 560 nanometers. The county
          figure is ten nanometers higher, and a luminaire certified or
          described at 560 nanometers is NOT automatically compliant in Palm
          Beach County.

      2.  The manufacturer's published specification-sheet band of 590 to 600
          nanometers is above the county figure. The manufacturer's product-
          page phrasing of "minimum 560nm" is not. This is the practical
          reason for Paragraph 2.3.C.2.

      3.  Palm Beach County ULDC Article 14.A also prohibits metal halide,
          halogen, fluorescent, mercury vapor and incandescent sources
          outright.

      4.  JURISDICTION - CITY FIRST, COUNTY SECOND. Article 14.A applies in
          both the unincorporated and the incorporated areas of Palm Beach
          County, EXCEPT in incorporated areas that have adopted their own
          Sea Turtle Protection Ordinance, which are exempt from the county's
          coastal lighting provisions. Determine first whether the
          municipality has its own ordinance and design to it; apply the
          county code only where the municipality has none. Getting that
          order backwards produces a design to the wrong number.

      5.  Where the governing ordinance is not identified on the Drawings, the
          Contractor shall obtain a written determination from the Authority
          Having Jurisdiction before ordering luminaires, and shall submit it
          with the product data.

  E.  Nesting Season and Hours of Operation:

      1.  The State of Florida Model Lighting Ordinance for Sea Turtle
          Protection, incorporated by Rule 62B-55.004, F.A.C., assigns a
          nesting season of March 1 through October 31 to Palm Beach and
          Broward counties, and May 1 through October 31 to Miami-Dade and
          Monroe counties.

      2.  Municipal ordinances differ. Miami Beach Ordinance 2024-4652 runs
          April 1 through October 31 and states a greater-than-560-nanometer
          requirement. Pompano Beach Section 155.5402 states a
          greater-than-560-nanometer requirement measured on a spectroscope
          and limits the height of a pole-mounted source to 48 inches.

      3.  The Contractor shall confirm the season dates, the wavelength
          figure, the shielding requirement and the maximum source height
          from the ordinance of the jurisdiction in which the Work is
          located, in writing, before ordering. Do not rely on a county
          figure where a municipal ordinance exists.

      4.  Hours of operation, seasonal switching and any requirement to
          extinguish luminaires during the nesting season shall be as
          required by the governing ordinance and as scheduled. Coordinate
          with Article 2.8; a seasonal off requirement is a control
          requirement, not a fixture requirement.

  F.  Shielding, Mounting Height and Line of Sight:

      1.  The manufacturer publishes the amber source and the certification
          claim. THE MANUFACTURER PUBLISHES NO MAXIMUM MOUNTING HEIGHT, NO
          SHIELDING REQUIREMENT, NO CUTOFF CLASSIFICATION AND NO "not visible
          from the beach" STATEMENT TIED TO THE WILDLIFE-FRIENDLY MODELS.
          [VERIFY WITH MANUFACTURER] if the Authority Having Jurisdiction
          asks the manufacturer for one. Mounting height, shielding and line
          of sight are set by the ordinance and by the design, and are
          specified here and on the Drawings.

      2.  Mount each wildlife-friendly luminaire so that the luminous opening
          is not visible to an observer standing at any point on the beach,
          directly, indirectly by reflection, or cumulatively with adjacent
          luminaires. "Line of sight from the beach" carries no numeric
          definition in the ordinances; a row of individually acceptable
          luminaires can fail as a group.

      3.  Full cutoff and fully shielded are different tests. Full cutoff is a
          photometric condition, no light emitted at or above 90 degrees.
          Fully shielded means the glowing elements are completely covered by
          opaque material. Where the governing ordinance requires both,
          demonstrate both.

      4.  BOLLARD HEIGHT - A CHECK BEFORE THE SCHEDULE IS ISSUED. The state
          model lighting ordinance carries a 42-inch provision for bollard
          luminaires, and Palm Beach County ULDC Article 14.A carries a
          48-inch limit on parking-area sources. The FCB450A and FCB460A are
          published at 43 inches overall height. The FCBT690A is published at
          36 or 42 inches, and the FCBT690SA at 24 inches. Confirm with the
          Authority Having Jurisdiction whether the ordinance dimension is
          measured to the top of the luminaire or to the light source, and
          select the model accordingly. Where the measurement basis is
          overall height and the limit is 42 inches, use the FCBT690A at
          36 inches or the FCBT690SA at 24 inches.

  G.  Certification Status - Exactly As Published:

      1.  The manufacturer states, on its Wildlife Friendly product category
          page, that the luminaires in that category are "certified by the
          Florida Fish and Wildlife Conservation Commission (FWC), and
          developed in alignment with guidance from the Sea Turtle
          Conservancy (STC)." The FCB450 series specification sheet carries a
          badge reading "Wildlife Lighting Certified by the Florida Fish and
          Wildlife Conservation Commission." The FCSL105A product page states
          that the luminaire is "approved by the Florida Fish & Wildlife
          Conservation Commission for use in areas where wildlife habitats
          exist."

      2.  Five specification sheets - FCC610A, FCC813A, FCBT690A, FCSL105A
          and FCSL1017A - print "Wildlife Friendly Lighting Certification
          #2018-049". NO PER-MODEL CERTIFICATE AND NO CERTIFICATION DATE
          APPEARS ANYWHERE IN THE MANUFACTURER'S PUBLISHED LITERATURE, AND
          THE NUMBER PUBLISHED IDENTIFIES ITSELF AS A 2018 CERTIFICATE. The
          certifying body publishes that certifications "will be valid for 2
          years from the date of issuance" and that its certification program
          "will not open in Spring 2025 as previously scheduled." That number
          is therefore historical, not current, and no manufacturer can
          presently obtain or renew one. [VERIFY WITH MANUFACTURER]. Number
          #2018-049 shall not be entered on a submittal, a schedule or a
          permit application as evidence of current certification unless it
          has been reconfirmed in writing by the manufacturer or the
          certifying body for the exact catalog number scheduled.

      3.  The certification claim shall not be extended beyond the nine models
          listed in Paragraph 2.3.B. A white-light model in the same housing
          is not certified. The FCSL1017A is presented by the manufacturer as
          a "Wildlife/Healthcare" product and its published amber statement
          reads "spectral control above the 560nm band" without the 590 to
          600 nanometer range given for the bollards and cylinders;
          [VERIFY WITH MANUFACTURER] before submitting the FCSL1017A on a
          Palm Beach County site.

      4.  The certifying body's own published caveat applies and shall be
          understood by all parties: although fixtures and lamps are
          certified, they may not be appropriate on every property or every
          location within a property. Certification of a luminaire is not
          approval of a lighting design.

      5.  Compliance with Paragraph 1.4.D is a condition of release for
          fabrication of any wildlife-friendly luminaire.

  H.  Ingress Protection Discrepancy - FCB450A: The manufacturer publishes
      IP65 for this luminaire on the FCB450/FCB450A specification sheet and
      IP66 on the FCB450A product page. Both were current as of the date of
      this Section. This Section does not select between them.
      [VERIFY WITH MANUFACTURER] and require the manufacturer to confirm the
      rating in writing for the luminaire as built, before the submittal is
      approved, where the installed location is subject to direct wave splash,
      irrigation spray or pressure washing. Where a confirmed IP66 rating is a
      condition of the design, specify the FCB460A, which the manufacturer
      publishes at IP66 in Type 316 stainless steel.

  I.  Photometric Data for Amber Sources: The manufacturer publishes IES data
      per model. The manufacturer does not publish footcandle coverage tables
      for the amber configurations. [VERIFY WITH MANUFACTURER] and obtain the
      amber IES file under Paragraph 1.4.B. Layouts shall be calculated from
      the amber file. Spacing derived from a white-light layout is not
      acceptable.

  J.  Amber Source Data Not Published: The manufacturer publishes amber
      delivered lumens and maximum watts for each of the nine models. The
      manufacturer does not publish, for the amber configurations
      specifically, a correlated color temperature or color rendering index
      (an amber LED is described by dominant wavelength, not by CCT), a
      separate lumen maintenance figure, or a separate ambient temperature
      range. [VERIFY WITH MANUFACTURER] where the project requires any of
      these values in the schedule.

2.4  CONSTRUCTION AND MATERIALS

  A.  Housings: Marine-grade, corrosion-resistant die-cast or extruded
      aluminum as published for the scheduled family. Low-copper alloy is
      published by the manufacturer for the FCF1109 flood and the FCI-T
      inground series, described on the FCI-T sheet as "marine grade,
      corrosion-resistant, heavy-walled, solid low copper alloy."

  B.  Stainless Steel: Where scheduled, marine-grade Type 316 stainless steel.
      Published stainless models include FCB460 and FCB460A bollards,
      FCC608WSS and FCCSQ608WSS cylinders, the FCD24 and FCD46 inground
      series, and the stainless faceplate step lights FCSL108, FCSL110,
      FCSL2008 and FCSL2010. Within reach of direct salt spray, specify the
      stainless housing rather than the painted aluminum housing.

  C.  Fasteners: Captive, recessed stainless steel tamper-resistant hex socket
      screws as published. Where a luminaire is accessible to the public,
      confirm that the tamper-resistant option is carried on the catalog
      number.

  D.  Gaskets: Closed-cell neoprene as published. Replace any gasket disturbed
      during installation or relamping.

  E.  Lenses: Tempered glass or tempered clear glass as published for the
      scheduled family. Step light faceplates: [open] [horizontal louvered]
      [vertical louvered] as scheduled.

  F.  Optics: As published for the scheduled family. Field-adjustable tilt is
      published for the FCI-T ADJ inground series to 30 degrees
      bi-directional.

  G.  Impact Resistance: IK09 per IEC 62262 is published for the FCC600
      cylinder series and IK10 for the FCI-T inground series. An impact
      rating is not published for the bollard, wedge, flood or step light
      families. [VERIFY WITH MANUFACTURER] where an impact rating is a
      requirement of the Project, for example at a vehicular edge or a school.

  H.  Load Rating: The FCI-T inground series is published as "Heavy-Duty walk
      over compliant up to 1000 kg (approximately 2,204 lbs)." A vehicular
      drive-over rating is not published. [VERIFY WITH MANUFACTURER] before
      locating an inground luminaire in a drive aisle, a fire lane or a
      loading area.

2.5  FINISH AND COASTAL CORROSION RESISTANCE

  A.  Finish System: The manufacturer publishes, on the majority of its
      specification sheets and in substantially identical wording: "Six stage
      chemical iron phosphate conversion pre-treatment. Polyester powder coat
      finish, 18 micron minimum, 5,000 hour salt spray test (ASTM B117)
      compliant with Florida / AAMA 2604 specification."

  B.  A 5,000-hour ASTM B117 salt spray result is materially longer than the
      3,000-hour result commonly published for exterior architectural
      luminaires and is the principal reason this line is specified on
      coastal work. Where a substitution is offered, the substituting party
      shall publish a salt spray duration and standard, and shall meet or
      exceed 5,000 hours under ASTM B117.

  C.  The FCB450 and FCB450A specification sheet words the finish differently:
      "Six stage cleaning and saline pre-treatment. Super TGIC polyester
      powder coat finish." [VERIFY WITH MANUFACTURER] whether the 5,000-hour
      ASTM B117 result and the AAMA 2604 statement apply to the FCB450 and
      FCB450A as built, and obtain the confirmation in writing where the
      bollard is within reach of salt spray.

  D.  Standard Colors: [BKE black] [BRE bronze] [GRE graphite gray]
      [SLE silver] [WHE white]. Custom and RAL colors are published as CCE.

  E.  Where luminaires of different families are installed in view of one
      another, order all luminaires in the same color code from the same
      manufacturer, and confirm on the submittal that the color across
      die-cast, extruded and stainless components is a matched finish.

  F.  Type 316 stainless steel components may be furnished in the mill finish
      or painted; confirm on the submittal.

2.6  ELECTRICAL AND DRIVER

  A.  Supply Voltage: Universal 120 to 277 VAC is published as standard on the
      bollard, cylinder, wall, flood and decorative families, with 347 VAC
      and, on some families, 480 VAC published as options. Confirm the
      scheduled voltage against the panel schedule before ordering.

      1.  The FCSL1017A motion-sensor step light is published as 120 VAC
          only.
      2.  The FCI-T inground series is published as 24 VDC standard, with a
          universal 120 to 277 VAC driver as an option. Where the 24 VDC
          version is scheduled, the remote power supply, its location, its
          enclosure rating and the low-voltage run lengths shall be shown on
          the Drawings.

  B.  Drivers: Electronic, integral to the luminaire unless a remote-driver
      model is scheduled. The FCW1084R is the published remote-driver version
      of the FCW1084 wedge.

  C.  Surge Protection: The SP20 20 kV surge protective device is published as
      an OPTION, not as standard, on several families. Specify SP20 on every
      exterior luminaire on this Project. A 20 kV device on a coastal site is
      cheap relative to the cost of replacing drivers after a storm season.

  D.  Ambient Operating Range: As published per family and as listed in
      Article 2.2. Confirm that the published low-temperature limit and, more
      importantly on a Florida site, the published high-temperature limit
      cover the installed condition, including a luminaire recessed in paving
      in full sun.

  E.  Lumen Maintenance: As published per family and as listed in Article 2.2.
      The reporting basis shall be stated on the submittal.

  F.  Emergency Egress: Battery backup is published as BBU on the FCBT690
      bollard and as BBUR and BBUX remote backup on the FCW3050 decorative
      family. Emergency egress from an exterior luminaire shall be shown on
      the Drawings, coordinated with Section 26 09 23, and shall not be
      assumed available on a family for which the manufacturer publishes no
      battery option.

  G.  Grounding: Bond each luminaire and each metallic support in accordance
      with NFPA 70 and Section 26 05 26. Bond bollard base plates and inground
      luminaire housings to the equipment grounding conductor.

2.7  CONTROLS AND DIMMING

  A.  Published Dimming Inputs:

      1.  0-10V dimming is published as standard on the FCB450 bollard, and to
          1 percent on the FCC600 cylinder, the FCW3050 decorative family and
          the FCI-T inground series.
      2.  Tri-Dim is published as standard on the FCBT690 tower bollard, the
          FCW1084 wedge and the FCI-T inground series, adding TRIAC and ELV
          control at 120 V.
      3.  ELV, TRIAC, DMX and DALI are published as options family by family,
          not across the catalog. Confirm the protocol on the specification
          sheet for the scheduled family before it is shown on a control
          riser.

  B.  Integral Photocontrol: Photocell options are published on the bollard
      sheets. The FCSL1017A carries an integral dusk-to-dawn photocell as
      published.

  C.  Integral Occupancy Sensing: The FCSL1016 and the FCSL1017A carry
      integral passive infrared sensors. The FCSL1017A sensor is
      field-adjustable to a 5-minute or 10-minute occupancy delay by dip
      switch. No integral occupancy sensor is published for the bollard,
      cylinder, wedge, flood or inground families.

  D.  Networked Control: The manufacturer publishes no networked or wireless
      control platform for these families. Where the Project requires
      scheduling, zoning, astronomical time switching or seasonal control,
      provide it from a lighting control panel or an exterior lighting control
      system under Section 26 09 23 or Section 26 09 43, wired to the 0-10V
      or Tri-Dim input of the luminaire.

  E.  Compatibility: Confirm in the submittal that the specified dimming
      control, the driver and the load are compatible, and that the minimum
      dimmed level is achieved without flicker or dropout at the scheduled
      circuit length.

2.8  FLORIDA ENERGY CODE - EXTERIOR LIGHTING CONTROLS

  A.  The Florida Building Code, Energy Conservation, 8th Edition (2023)
      requires the following of exterior lighting, on every compliance path:

      1.  Exterior lighting shall be automatically switched off when
          sufficient daylight is available or when the lighting is not
          required.

      2.  Exterior lighting other than facade and landscape lighting shall be
          automatically reduced by at least 50 percent between midnight and
          6:00 a.m., or between one hour after business closing and one hour
          before business opening, or during any period when activity has not
          been detected for 15 minutes or more.

      3.  Parking-lot luminaires rated over 78 watts and mounted at 24 feet or
          less above grade shall be automatically reduced by at least
          50 percent when no activity has been detected for 15 minutes,
          in control zones of not more than 1,500 watts.

  B.  How the requirements are met with this line:

      1.  Automatic off in daylight: photocontrol at the luminaire where the
          option is published, or a photocell or astronomical time switch at
          the panel serving the exterior circuits. On a scheduled exterior
          branch circuit, the panel-level device is preferred, because it
          gives one point of adjustment for the whole site.

      2.  Fifty percent reduction: from the lighting control panel or system
          through the published 0-10V or Tri-Dim input. This line publishes no
          factory-set profile dimming and no integral bi-level motion option
          on the bollard, cylinder, wedge or flood families, so the reduction
          shall be shown on the control riser and not assumed to be inside the
          fixture.

      3.  Occupancy-based reduction on paths and stairs: the FCSL1016 and
          FCSL1017A integral sensors satisfy a localized occupancy
          requirement where those luminaires are scheduled.

      4.  Parking-lot luminaires: every luminaire in this Section is published
          at less than 78 watts except the FCF1109 flood at 80 and 109 watts
          and the largest cylinder and half-round wall packages. Where a
          luminaire over 78 watts is used in a parking area at a mounting
          height of 24 feet or less, provide occupancy-based reduction from
          the control system. Area and parking-lot pole luminaires are
          specified in another Section.

  C.  Sequence of Operation: Provide a written sequence of operation for the
      exterior lighting, showing the daylight-off function, the reduction
      period and level, the occupancy zones, and, on a site subject to a sea
      turtle ordinance, the nesting-season sequence. Submit the sequence with
      the control submittal and demonstrate it at Substantial Completion.

  D.  Conflict Between the Energy Code and a Sea Turtle Ordinance: Where the
      governing sea turtle ordinance requires a luminaire to be extinguished,
      further reduced, or seasonally switched beyond what the energy code
      requires, the ordinance governs. Program the control system to the
      ordinance and record the deviation in the sequence of operation.

2.9  HIGH-VELOCITY HURRICANE ZONE, ANCHORAGE AND STRUCTURAL DATA

  A.  Scope of Product Approval: Miami-Dade County Product Control and Florida
      Product Approval under Florida Statutes Section 553.842 apply to
      building envelope and structural products. A luminaire is not an
      envelope product and is not on either list. Where an Authority Having
      Jurisdiction requests a Notice of Acceptance or a Florida Product
      Approval number for a luminaire in this Section, the request should be
      redirected to the pole, the base, the bracket or the anchorage, which is
      where the structural requirement lives.

  B.  What the Manufacturer Does Not Publish: THE MANUFACTURER PUBLISHES NO
      FLORIDA PRODUCT APPROVAL NUMBER, NO MIAMI-DADE NOTICE OF ACCEPTANCE, NO
      WIND-LOAD RATING AND NO EFFECTIVE PROJECTED AREA FOR ITS BOLLARDS OR
      OTHER EXTERIOR LUMINAIRES. [VERIFY WITH MANUFACTURER]. Do not represent
      a wind rating that the manufacturer has not published.

  C.  What the Manufacturer Does Publish, and Why It Is Usually Enough: The
      manufacturer publishes luminaire weight and the anchor bolt schedule,
      which is normally what the structural reviewer of a bollard foundation
      actually needs:

      1.  FCB450 and FCB450A: 18 pounds; three 12-inch by 3/8-inch hot-dipped
          anchor bolts through a thick die-cast base plate.
      2.  FCBT690 and FCBT690A: 12 pounds; four 12-inch by 3/8-inch hot-dipped
          anchor bolts on a base bracket.
      3.  FCC600 cylinder: 8 to 12 pounds. FCF1109 flood: 10.1 pounds.
          FCW1084 wedge: 5 pounds. FCW3050 decorative: 4 pounds.
      4.  Weights are not published for every model in every family.
          [VERIFY WITH MANUFACTURER] and obtain the weight for any luminaire
          whose weight is required by a support calculation.

  D.  Foundations and Attachments: Bollard and post luminaire foundations,
      wall attachments and pole attachments shall be designed for the wind
      loads of the Florida Building Code, Building, 8th Edition (2023), and
      ASCE/SEI 7-22 as referenced therein, using Exposure Category D where the
      site conditions require it, by a professional engineer registered in the
      State of Florida. Furnish the luminaire weight and anchorage interface
      from the approved submittal to that engineer.

  E.  A luminaire substitution made after a foundation or pole calculation has
      been sealed shall be treated as a change to the structural design. See
      Paragraph 2.1.C.

  F.  Vibration: The manufacturer publishes 1.5G vibration per ANSI C136.31
      for the FCC600 cylinder and the FCF1109 flood. A vibration rating is not
      published for the bollard, wedge, inground or step light families.

      on a bridge, a pier, a parking structure deck or any other vibrating
      support.

  C.  Accessories Not Published: The manufacturer publishes no DesignLights
      Consortium listing, no Buy American Act or Trade Agreements Act
      compliance statement, and no IES TM-15 BUG rating for these families.

2.11  ITEMS THE MANUFACTURER DOES NOT PUBLISH

  A.  This Article is written so that no party assumes a certification or a
      value that does not exist. Each item below was checked against the
      manufacturer's published literature and is absent.

  B.  DesignLights Consortium: THE MANUFACTURER PUBLISHES NO DLC LISTING FOR
      ANY PRODUCT IN THIS SECTION. No DLC article appears in this Section and
      no DLC qualification shall be represented on a submittal.

      1.  REBATE IMPLICATION. Utility prescriptive rebates for LED exterior
          lighting, including the Florida investor-owned utility programs, are
          generally paid only against a catalog number listed on the DLC
          Qualified Products List. A project counting on a prescriptive rebate
          shall confirm the exact catalog number on the QPL before the order
          is released. Where no listing exists, the rebate shall be removed
          from the Project budget or pursued under a custom or measured-

Part 3

Execution - installation, and the night inspection that closes the job

Two paragraphs in Part 3 do most of the work on a coastal job. Paragraph 3.1.E makes the contractor verify at delivery that the amber catalog number showed up and not the white-light model in the same housing, because that is a permit violation rather than a punch list item. Paragraph 3.3.D is the night inspection: walk the beach and the dune crest with the reviewer, confirm nothing is visible directly, by reflection or cumulatively, correct it, repeat until it is accepted in writing, and hand the acceptance to the owner for the permit file.

PART 3 - EXECUTION

3.1  EXAMINATION

  A.  Verify that the substrate, foundation, sump, junction box or pole is
      complete, cured, plumb, level and correctly located before setting a
      luminaire.

  B.  Verify that anchor bolts are the quantity, diameter, length, projection
      and bolt circle shown on the approved shop drawings, and that they are
      hot-dipped galvanized as published by the manufacturer.

  C.  Verify that the drainage course and French drain required beneath each
      inground luminaire are installed and functioning, and that the
      excavation is free of standing water. Do not set an inground luminaire
      in a wet sump. On sites where the seasonal high water table can reach
      the sump elevation, notify the Architect before proceeding.

  D.  Verify branch circuit voltage against the luminaire nameplate before
      energizing. Confirm that a 120 VAC-only luminaire, such as the
      FCSL1017A, is not connected to a 277 VAC circuit.

  E.  Verify, for every wildlife-friendly luminaire, that the luminaire
      delivered is the amber catalog number scheduled and not the white-light
      model in the same housing. This check is made at delivery, before the
      luminaire is set. A white-light luminaire installed on a beachfront site
      is a permit violation, not a punch list item.

  F.  Verify that the certification documentation required by Paragraph 1.4.D
      has been submitted and accepted before any wildlife-friendly luminaire
      is installed.

  G.  Beginning of installation constitutes acceptance of existing conditions.

3.2  INSTALLATION

  A.  Install luminaires in accordance with the manufacturer's published
      installation instructions, NFPA 70, and the approved shop drawings.

  B.  Bollards and Post Luminaires:

      1.  Set the base plate level on the anchor bolts. Do not shim with
          material that will corrode or crush. Grout or seal beneath the base
          plate only where the manufacturer's instructions permit it and where
          drainage from the interior of the bollard is maintained.
      2.  Torque anchor nuts as required by the anchorage design. Do not
          overtorque a die-cast base plate.
      3.  Orient the light distribution and any house shield as shown on the
          Drawings.

  C.  Inground Luminaires:

      1.  Install the French drain and drainage course as required by the
          manufacturer and as detailed. This is a published condition of
          proper installation and the manufacturer's warranty excludes
          improper installation.
      2.  Set the luminaire flush with the finished surface and level, with
          the conduit entry sealed and the gasket seated.
      3.  Set the aiming and the field tilt before the surrounding paving,
          planting or hardscape is completed.
      4.  Do not backfill a sump with fine material that will migrate into the
          drainage course.

  D.  Cylinders, Wall, Wedge and Step Luminaires:

      1.  Mount to a junction box or a structural substrate capable of
          carrying the luminaire weight; do not mount to sheathing, stucco
          lath or a finish material alone.
      2.  Seal the wall penetration behind the luminaire with a sealant
          compatible with the wall assembly, and maintain the weep or drain
          path of the wall assembly.
      3.  Maintain the accessible route. Where a wall-mounted luminaire
          projects into a circulation path between 27 and 80 inches above the
          floor or ground, confirm the projection against the protruding-
          objects requirements of the accessibility standard.

  E.  Floods:

      1.  Set the aiming at night, with the site substantially complete, and
          lock the knuckle or yoke.
      2.  Install visors, snoots and rock guards where scheduled before final
          aiming.

  F.  Wildlife-Friendly Luminaires:

      1.  Install at the mounting height shown on the Drawings. Do not raise a
          luminaire above the height shown to improve coverage.
      2.  Install all scheduled shields, louvers and visors.
      3.  Do not substitute a lamp, module, driver or lens that changes the
          spectral output.
      4.  Do not install a wildlife-friendly luminaire where its luminous
          opening will be visible from the beach, whether or not the ordinance
          height limit is met. Where the Drawings and the field condition
          conflict, notify the Architect before setting the luminaire.

  G.  Coastal Practice:

      1.  Do not cut, drill or grind a finished luminaire housing in the
          field. A field-cut edge is the first place a coastal finish fails.
      2.  Do not install carbon steel fasteners, straps, clips or hardware in
          contact with a luminaire. Use stainless steel.
      3.  Isolate dissimilar metals at every contact.
      4.  Reseal every gasket and every conduit entry disturbed during
          installation.

3.3  FIELD QUALITY CONTROL

  A.  Operational Test: Energize each luminaire and verify correct operation,
      correct color and correct distribution. Replace any luminaire whose
      color or output is visibly different from adjacent luminaires of the
      same type.

  B.  Controls Test: Demonstrate the daylight-off function, the scheduled
      reduction, each occupancy zone and each dimming range against the
      approved sequence of operation. Record the demonstration and submit the
      record.

  C.  Illuminance Verification: Where required by the Contract Documents or by
      a condition of a site plan approval, take field illuminance readings at
      the points shown on the approved photometric calculation, at night, with
      the site substantially complete and the luminaires operating for not
      less than 30 minutes. Submit the readings with the calculation.

  D.  Sea Turtle Lighting Field Verification, on any site subject to a sea
      turtle protection or beachfront lighting ordinance:

      1.  Conduct a night inspection with the Authority Having Jurisdiction,
          the environmental consultant of record and the Owner, after all
          exterior luminaires are installed, aimed and operating, and after
          landscape and hardscape are complete.
      2.  Walk the beach and the dune crest and confirm that no luminaire
          luminous opening is visible directly, that no luminaire produces a
          visible reflection from glazing, paving, water or a light-colored
          wall, and that the installation is not visible cumulatively as a
          glow.
      3.  Confirm the mounting height and shielding of each wildlife-friendly
          luminaire against the approved lighting plan.
      4.  Confirm that any luminaire required to be extinguished during the
          nesting season is on a controlled circuit and that the control is
          programmed and labeled.
      5.  Correct every deficiency identified in the night inspection at no
          cost to the Owner, and repeat the inspection until it is accepted in
          writing.
      6.  Submit the written acceptance to the Owner for the permit file.

  E.  Documentation: Assemble the approved wildlife lighting certification
      documentation, the approved lighting plan, the photometric calculation,
      the field illuminance readings and the night inspection acceptance into
      a single record and deliver it to the Owner. On a beachfront property
      this record is what answers a future inquiry from the Authority Having
      Jurisdiction.

3.4  ADJUSTING AND CLEANING

  A.  Aiming and Adjustment: Aim all adjustable luminaires at night with the
      Architect present. Lock every adjustment. Re-aim and re-lock any
      luminaire disturbed by subsequent work.

  B.  Dimming Setpoints: Set trim and dimming setpoints to the levels required
      by the sequence of operation and by any ordinance condition. Record the
      settings in the operation and maintenance data.

  C.  Cleaning at Completion: Clean lenses, faceplates and housings with clean
      water and a mild detergent, and dry with a soft cloth. Do not use
      abrasive cleaners, solvents, acid-based masonry cleaners or a pressure
      washer on a finished luminaire.

  D.  Coastal Maintenance Recommendation, for the Owner's operation and
      maintenance data: rinse exterior luminaires with fresh water at least
      quarterly, and monthly where the luminaire is within reach of direct
      salt spray. Inspect gaskets, fasteners and finish annually and touch up
      any coating breach immediately. The manufacturer's published warranty
      excludes normal corrosion; the finish system and this maintenance
      regimen are what protect the installation.

  E.  Protection: Protect installed luminaires from damage by other trades
      until Substantial Completion. Replace, do not repair, any luminaire with
      a damaged finish on a coastal site.

  F.  Owner Instruction: Instruct the Owner's personnel in the operation of
      the exterior lighting controls, the nesting-season sequence where one
      applies, the cleaning regimen, and the procedure for obtaining warranty
      service.

The Florida articles

Four things this section does that a generic 26 56 00 does not

A national guide spec will give you lumens, a finish and a warranty. It will not tell you which of three FC documents to submit, or that ten nanometers separates a compliant fixture from a rejected one on the wrong side of a county line.

The wavelength, three ways

FC states it differently in three places. The category page says Amber (590-600nm). Several product pages say minimum 560nm wavelength amber LED. The spec sheets say a true amber LED using AllnGaP chip technology with spectral control between 590-600nm above the 560nm required by the FWC. Article 2.3.C prints all three and tells the contractor to submit the spec sheet: it is the controlled, revision-dated document, it names the emitter chemistry, and it states a measured band rather than a floor. The section also says plainly not to submit the "minimum 560nm" page on its own, because read literally that is a source which may emit at 560 nm — and that fails Palm Beach County.

Palm Beach is 570, not 560

ULDC Article 14.A.9.C.1.d requires light measuring greater than 570 nanometers where the state model says 560. A fixture certified at 560 is not automatically compliant there. FC's published 590 to 600 nm band clears it; FC's "minimum 560nm" phrasing does not. Article 2.3.D also carries the jurisdiction rule that costs more designs than the number does: Article 14.A reaches into incorporated areas except where the city has adopted its own sea turtle ordinance. City first, county second. Get the order backwards and you design to the wrong figure with a straight face.

Certification, stated exactly

FC says nine luminaires are certified by the FWC, and the FCB450 sheet carries a Wildlife Lighting Certified badge. Five sheets — FCC610A, FCC813A, FCBT690A, FCSL105A and FCSL1017A — print "Wildlife Friendly Lighting Certification #2018-049". That is the whole of it: one number, identifying itself as a 2018 certificate, with no per-model certificate and no issue date anywhere in FC's literature. The FWC publishes that certifications are valid two years from issuance and that its program did not open in Spring 2025, so #2018-049 cannot be current on its own terms and cannot presently be renewed. This section therefore forbids anyone entering that number on a submittal or a permit application as evidence of current certification unless the factory or the certifying body has reconfirmed it in writing for that exact catalog number. The claim is also fenced to the nine models — a white-light fixture in the same housing is not certified.

HVHZ, honestly

FC publishes no Florida product approval, no Miami-Dade NOA, no wind-load rating and no EPA. Article 2.9 says so instead of implying otherwise, then points at what FC does publish and what the structural reviewer of a bollard foundation usually actually needs: weight and the anchor bolt schedule. Eighteen pounds and three 12 inch by 3/8 inch hot-dipped bolts on the FCB450; twelve pounds and four bolts on a base bracket on the FCBT690. Product approval covers envelope and structural products; a luminaire is on neither list, and the requirement lives with the pole or the anchorage.

The energy code articles

Article 2.8 writes the FBC-EC 8th Edition (2023) exterior rules out in full — off in daylight, non-facade lighting reduced at least 50 percent midnight to 6 a.m. or on a business-hours schedule, parking-lot luminaires over 78 watts at 24 feet or less reduced after 15 minutes of vacancy — and then says how this line meets them. Most of it comes from the panel, because FC publishes no factory profile dimming and no bi-level motion on the bollards, cylinders, wedges or floods. It also settles the conflict: where a turtle ordinance is stricter, the ordinance governs and the deviation goes in the sequence of operation.

Salt, and no DLC

FC publishes a 5,000 hour ASTM B117 salt spray result against AAMA 2604 on nearly every sheet, which is well beyond the 3,000 hours usually printed, and on this coast it is the single best reason to specify the line. Article 2.5 uses it and requires any substitution to meet or beat it. What FC does not publish is a DLC listing — anywhere — so there is no DLC article in this section and Article 2.11.B carries the rebate consequence: prescriptive utility rebates pay against the QPL, so either confirm the catalog number or take the rebate out of the budget.

Questions I get about this section

Can I just paste this into my project manual?

Yes, that is what it is for. Paste it, resolve the brackets, delete the product families the job does not use, and put your own front matter and numbering on it. It is a basis-of-design starting point issued by a manufacturer's representative, not a stamped or sealed document, and the engineer of record owns the final section. Which FC document do I submit for the wavelength?

The spec sheet. It is the controlled, revision-dated document, it names the AllnGaP chip technology, and it states spectral control between 590 and 600 nm rather than a floor. The category page gives "Amber (590-600nm)" and several product pages summarise the same source as a "minimum 560nm wavelength amber LED" — do not submit that page on its own, because a source described as a minimum of 560 nm fails a Palm Beach County reviewer applying the 570 nm rule.

Is the FWC certification good enough for my permit?

FC states that the nine wildlife models are certified by the FWC and the FCB450 sheet carries the certified badge. Five sheets print certification #2018-049; there is no per-model certificate and no issue date, and the FWC's own published terms — two-year validity, and no program opening in Spring 2025 — mean a 2018 number cannot be current and cannot be renewed right now. So the section makes the contractor produce current documentation from the factory in writing, dated within ninety days, for the exact catalog number scheduled — and it forbids anyone entering #2018-049 on a submittal as evidence of current certification unless it has been reconfirmed. That is the honest version, and it is what keeps a submittal from being rejected at the counter.

Why is there no DLC article?

Because FC publishes no DLC listing on any product page or spec sheet. Writing a DLC article would be inventing a qualification. Article 2.11.B states the absence and carries the consequence: prescriptive utility rebates are paid against the DLC qualified products list, so confirm the catalog number before anyone puts a rebate in the budget, or pursue it on a custom path with the longer schedule that implies.

The reviewer wants a wind rating for the bollards. What do I send?

FC publishes no Florida product approval, no Miami-Dade NOA, no wind-load rating and no EPA, and the section says so rather than implying one exists. What FC does publish is the weight and the anchor bolt schedule — 18 lb and three 12 in. by 3/8 in. hot-dipped bolts on the FCB450, 12 lb and four bolts on a base bracket on the FCBT690 — which is normally what the structural reviewer of a bollard foundation actually needs. Product approval covers envelope and structural products; the luminaire is on neither list and the requirement belongs to the anchorage.

How much light do I lose going amber?

A great deal, and the section will not let you paper over it. FC publishes 932 lumens at 42 watts for the white FCB450 and 147 lumens at 30 watts for the amber FCB450A in the same housing. Paragraph 2.3.I requires the layout to be calculated from the amber IES file, because spacing carried over from a white-light layout will not hold. Send me the site plan and I will run it.
